Key functions, accountabilities and related duties/tasks:

  • Coordinates visits to outposted project sites and sub-offices to monitor compliance with all operational systems and operation inputs and propose action to improve the processes, Standard Operating Procedures (SOPs) and internal controls. Visits a representative number of project interventions to verify that the standards of quality for process and products/results are being adhered to. Reviews the pace of project progress and comment on the causes for delays.
  • Conducts special management reviews and assist in the follow-up on the implementation of the internal/external audit recommendations and provides feedback on the status to the Representative.
  • Provides lessons on programme design, supply, cash, partnership and technical assistance management. Takes part in the identification of operational and programmatic risks and weaknesses and makes recommendations to mitigate them; troubleshoot problem areas and propose solutions to the Representative.
  • Makes recommendations for office improvement and forwards monthly progress reports to the Representative. Streamlines the coordination of Harmonized Approach to Cash Transfer (HACT)-related activities across the country office and at inter-agency level including micro-assessments, spotchecks, third party monitoring, entreprise risk management, etc.
  • Ensures accuracy, timeliness and appropriateness of information and reports to the Representative.
  • Facilitates in updating the office’s SOPs, and ensures that staff understand them, and tests a sample of transactions to verify that procedures are being properly implemented.
  • Provides feedback on the end use monitoring of supplies and construction works in order to improve the quality and efficiency of the supply process.
  • Contributes to providing training and orientation to newly recruited and other staff and partners on UNICEF’s policies and procedures.
  • Any other tasks given by the Supervisor.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Business administration and/or financial management or any other related field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of eight (8) years of continuous professional work experience in managing large projects or programmes in the field of financial management, particularly in developing and implementing financial control systems, preferably with an international development agency or NGO.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
