Poste proposé : Technical Specialist - Kinshasa RDC

Background

The Central African region is home to the second largest tropical rainforest in the world, is sucking out about 1.5 billion tons of CO2 of the atmosphere or 4% of the world’s emissions every year and provides a habitat to more than 10,000 plant and animal species. Forest loss is accelerating despite ongoing efforts, as government action alone has not been enough to establish an effective balance between the interests of the forest and of economic development. On this basis, a coalition of donors – the European Union, the Federal Republic of Germany, the Kingdom of Norway, the Republic of France, the United Kingdom of Great Britain and Northern Ireland and the Republic of Korea – together with Central African partner countries – Central African Republic, the Democratic Republic of the Congo, the Republic of Cameroon, the Republic of Congo, the Republic of Equatorial Guinea, and the Republic of Gabon – have decided to enter into a collaborative partnership to establish the Central African Forest Initiative (CAFI).

CAFI’s objective is to recognize and preserve the value of the forests in the region to mitigate climate change, reduce poverty, and contribute to sustainable development. This objective will be attained through the implementation of country-led, national scale REDD+ and Low Emissions Development (LED) investment frameworks that include policy reforms and measures to address the drivers of deforestation and forest degradation and promote sustainable development. The CAFI Trust Fund is the principal means to implement the Central African Forest Initiative. It is administered by the MPTF-O, that also provides the Secretariat services.

As part of their second partnership, the DRC government and CAFI would like to establish a payment for environmental services programme, as recommended in the DRC's National REDD+ Framework Strategy, approved by the Council of Ministers in 2012. Such a mechanism aims to both empower and incentivise land and forest resource users to adopt more sustainable practices that reduce pressures on forests and rebuild forest carbon stocks.

The CAFI Trust Fund is the principal means to implement the Central African Forest Initiative. It is administered by the MPTF-Office (http://mptf.undp.org/factsheet/fund/AFI00). As per the updated Fund Terms of Reference and the direct cost Secretariat project document, the UNDP Multi-Partner Trust Fund Office (MPTFO) is hosting the CAFI Secretariat providing the secretariat administrative services under the oversight of the CAFI Executive Board and other participating UN organizations (UNDP, UNCDF, FAO, UN-Habitat, UNFPA, and UNEP). 

The management of the CAFI Trust Fund is carried out at three levels

  • The Executive Board (EB), supported by the Secretariat, is responsible for overall coordination with CAFI Partner Countries and decisions regarding the allocation of resources from the CAFI Fund; 
  • UNDP MPTFO is responsible for administering the CAFI Fund; and 
  • UN agencies, the World Bank, bilateral cooperation agencies and international non-governmental organizations serve as Implementing Organizations to assist CAFI Partner Countries to implement NIFs that have been endorsed by the CAFI Board. 

The National Technical Specialist will play key role in the implementation of the (Payment for Environmental Services) PES Programme acting as the focal point for the programme with government and implementing organization on the ground in DRC, coordinating the day-to-day implementation of the PES programme in DRC, engaging with stakeholders, monitoring its performance, managing knowledge and disseminating lessons learned amidst other complementary activities in the area of programme management.

Duties and Responsibilities :

Provides technical advisory services :

  • Advise local representatives of CAFI implementing organizations on the requirements for accessing fund from the CAFI PES programme
  • Advise local representatives of CAFI implementing organizations on PES project proposal development.

Ensures programme management support :

  • Coordinate the whole life-cycle of the PES programme,
  • Support the operations of the PES programme (e.g.updating the operations manual, financing agreements, PRODOC template, etc.)   

Supports Stakeholders and Partnership Engagement :

  • Consult with implementing organizations and aggregators involved in “PES-like” schemes in DRC through workshops

Monitors implementation of the PES programme :

  • Monitoring the programme performance,
  • Prepare and regularly update projection for PES demand.

Supports Knowledge Management :

In collaboration with Scientific Organization supporting PES programme implementation and with implementing organization managing South-South cooperation components of the programme : 

  • Prepare and regularly update KM material of PES
  • Prepare and regularly update lessons learned documents
  • Ensure capacity to produce in-depth technical analysis of the status of the PES programme and its sub-projects
  • Provide advice to stakeholders mobilizing the necessary expertise
  • Analyze and synthesize lessons learned and stimulate the adoption of best practices and knowledge, including the development of guidelines and other knowledge material.
  • Contribute to the development of knowledge products on relevant technical issues.
  • Respond to questions about project progress, impacts, and lessons learned.
Profil recherché pour le poste : Technical Specialist - Kinshasa RDC

Required Skills and Experience :

Education :

  • Master in business management, economy, natural resources management, agronomy, forestry or related field. 

Experience, Knowledge, and Skills :

  • At least 5 years of professional experience in the field of management of natural resources, development economy and climate change in Central Africa;
  • Proven experience in the development and implementation of large project proposals in the land use sector (agriculture, land use planning, energy, land tenure, etc.) in Central Africa;
  • Knowledge of new technologies relevant for PES such as mobile data collection (e.g. ODK, GeoODK, Kobo) and/or mobile banking
  • General knowledge of remote sensing technology and geographical information systems
  • Proven experience in the management of complex multi-stakeholder processes and the engagement of various groups of stakeholders including constituencies from local communities, civil society and private sector;
  • Sound understanding of the historical and future drivers of deforestation and forest degradation in the Congo Basin countries;
  • Experience in the development of Payment for Environmental Services projects or similar projects with a performance-based component.
  • Fluency in both French and English required.
